When the Omicron Lambda system was first charted by the Corsairs, it was connected to Omicron Eta by an unstable wormhole. This was a huge boon for the Corsairs who controlled the only stable end of the Jump Hole, and could dispatch small ships into Eta without the risk of retaliation. When the jumphole started to stabilise the Corsairs had to take additional measures to prevent the Outcast from attacking Omicron Lambda. The Ciutadella Outpost was established between 810 and 816 A.S. to house the ships that would take this role.
Ciutadella was named after Ciutadella de Menorca city located on the Balearic Islands that belonged to Spain on ancient Earth. Similarly, most other Omicron Lambda names were named after Balearic geography. The word Ciutadella actually means "Citadel" in old Spanish, which well suits the outpost's purpose.
