Elbe is a large operations center for the Rheinland Federal Police. Impounded spacecraft and cargo is generally transferred to this base, where it is stored securely as either evidence or compensation for unpaid fines. Periodically, such cargo gets auctioned and is then shipped off to the highest bidder - usually Daumann or ALG.
The station also serves as a small construction yard for the RFP's special "Mjolnir" class heavy fighters, and houses a considerable portion of the administrative staff of its space forces.
