Surveyed and colonised in 5 A.S., planet New Tokyo is the capital of the Kusari Empire. It is an ocean world of serene beauty, its gently rolling seas marked only by the tiny island chains that make up the many archipelagos scattered across the surface. Due to the lack of available land on which to farm and build, the Kusari have economised and much of their technological advances have been geared towards constructing huge skyscrapers and tower blocks, packing as much as possible into as small a space as possible.

New Tokyo is also the most populated planet in Kusari, with a population in excess of 200 million as of the latest House census. It is little wonder, therefore, that when foreign visitors land in the capital city of New Tokyo, they often feel cramped and claustrophobic. Despite all this, the Kusari have managed to craft a great deal of beauty into everything they have created, from the glittering towers and spires of the capital, to the sleek, graceful designs of their fighters and capital ships.

It is a vibrant world with centuries of history and some of the most advanced technology in Sirius, but it is not without conflict, for Kusari is a culture in transition. Bureaucrats and corporations wrestle with the popular media and the younger generations over how best to handle the rapidly increasing changes in Kusari society. The Kusari Emperor, aided by the ruling body known as the Shogunate, works closely with corporate Keiretsu, such as Samura and Kishiro, to advance the interests of the Kusari Empire while maintaining the heritage of its proud people.
