Having been completed just as the war with Rheinland started at the end of 817 A.S., Washington now serves as the primary warship maintenance, manufacturing and refit facility of the Liberty Navy. Original development began twenty years ago with the construction of San Jacinto station. Once the station's construction was completed further development was put on halt, primarily due to budget cuts for the Liberty Navy and also because the shipyards Juneau and Norfolk were more than capable of manufacturing and maintaining the entire space-borne Liberty war machinery.

San Jacinto once again turned into a hot topic for the Republic's leader and Admiralty following the discovery of planet Columbia. But the ultimate decision to continue development was dictated by the rising tensions with Rheinland. With war on the horizon it was quickly decided to turn San Jacinto into a new shipyard which was far cheaper than constructing a new full-scale station from scratch. Due to San Jacinto's old positioning being no longer strategically ideal, it was decided to tow the station into the orbit of Planet Columbia, where it would be within protective reach of the planetary defenses and hidden within the Arlington Minefield.

Construction of extensive shipyard and material storage facilities began quickly and excess funding was alotted to complete the project as soon as possible. The Liberty Navy seized the opportunity and made sure that San Jacinto itself would possess production capabilities that would even surpass those of Juneau, on top of being able to maintain 50 percent of the fleet on its own. Ultimately the station was renamed to 'Washington Shipyard', as it was no longer the maintenance and resupply station that San Jacinto alone had been.
