Tori Kago (鳥かご Bird Cage), also known as Zettsu (ぜつ , born November 19th, 798 A.S.). He was born in Kusari on Planet Kyushu. His mother, Mei Kago, passed away to breast cancer at the age of 39, when Tori was three years old. His father, Jonathan Andrews, is a businessman, working for the Interspace Commerce. After his mother's death, they moved to Liberty, where Zettsu finished Varience City Information Technology College on Planet Manhattan.

Vigilantes

During his school years in Varience, Tori met Catherine Ranes, or Seraph, as was her nickname. They became friends very quickly, and after they finished college, along with a few friends they formed a group calling themselves Vigilantes. They worked in Liberty, destroying all kinds of criminal element. During his time with Vigilantes, Zettsu became a skilled pilot, making him an effective bounty hunter.

Hogosha

After Vigilantes disbanded, Zettsu continued his life in Liberty. He saw the corruption of the Republic as the expansive politics of the government encouraged criminals to reign free inside the house as the Navy fought on the front lines with Rheinland and Gallia. With the Liberty military being busy on the outskirts and LPI being corrupt as usual, he worked on his own, blowing up all assortment of pirates and smugglers in Liberty. One time on Rochester he acquired a Recycler Super Heavy Fighter he dubbed Kantsubaki, which he later used to ironically destroy Junker smugglers in Texas. That attracted the attention of Junker Marauders, who eventually caused the LPI to outlaw him in Liberty.

That started Zettsu's vendetta against the Junkers. He was reached out to by Hogosha Association member Fuyudori Adachi, with whom he started co-operating against the Junker smugglers.
