The Ibusuki Construction Site was an astrological survey Facility orbiting Planet Saigon. It was built after several months of diplomatic talks between Kusari and the Gas Miners Guild, and intended to be operated by a joint administrative delegation of the GMG and Kishiro Technologies. Before its completion, Rheinland launched an assault on Ibusuki and its accompanying survey vessel in 825 A.S., resulting in their destruction.

At the time of its demise, the Facility was being toured by a high-ranking Kishiro executive with connections to the Kusari Government, Akemi Yamashita. Her death, and the deaths of twenty six other Kusari citizens, sparked the beginning of the conflict between Rheinland and Kusari.
