For those interested to know how the old system worked. After buying the Certificate, a message was posted to to forums stating character's old character name and desired character name in appropriate thread. The request was processed and name change was done by admins who removed the NCC from your hold. Purchase price is $2,000,000.

For servers still using this system, ignore the historical status.
