After the construction of Fort Leniex, Monterrey Base was initially given the role of a fall-back fortress of the Hellfire Legion in Vespucci. As a result of the Legion's recent growth and expanded diplomatic relations with the Unioners, it also serves as a secondary manufacturing hub, an equipment, ship, and fueld distribution facility as well as a "miniature city" within a colossal rock. The Legion's strike-craft production and maintenance is centered on Monterrey, with the resident engineers' ingenuity having given birth to the Legion's trademark "Prosecutor" class of Very Heavy Fighters.
Monterrey itself also features an extensive defensive weapons array, including numerous deadly weapon platforms, which alone are able to fend off any possible assault. A large contingent of the Hellfire Legion Home Guard is also stationed on Monterrey, ensuring that to this date the station still rivals the strongest military outposts and space stations of the Liberty Navy in defenses and firepower.
