- Can escort smugglers
- Can only pirate in a gunboat or smaller (cruisers and battleships may demand allied pilots only)
- Can engage pirates, terrorists and lawfuls within their Zone of Influence
- Cannot ally with any lawfuls except with Bretonian lawfuls against Kusari lawfuls
- Cannot fulfill bounty contracts
Allowed ships: Fighters, Bombers, Gunboats, Cruisers, Battleships
