Thunder Bay became one of the first bases established in the Ontario system. Junkers have an unmistakable feeling for where profit lies; shortly after Ontario was opened for settlement, they already knew that the system has great potential for long-term development. This means that both freelancers and unlawfuls would need a safe haven and a supply depot. Thunder Bay was quite expensive to build, but trading profits have covered the costs in less than 3 years of its operation.
