Thunder Bay is one of the first bases established in the Ontario system, several years ahead of Toronto Station. To the Junkers, this system was a back road into Liberty, from both Kusari and Bretonia. Thunder Bay was built to cater to these smugglers, offering an out-of-the-way place to lay low if they had been followed, and a place to make repairs and resupply if they had been attacked. Initially, the station was much smaller, but as it became easier to bring materials into the system, the Junkers were able to expand the base into its current form.
