When the Omicron Lambda system was first charted by the Corsairs, it was connected to Omicron Eta by an unstable wormhole, which was a benefit for Corsairs who controlled the hole's exit on the Lambda side and could dispatch patrols into Eta without significant risk of retaliation. However, about 5 years ago the jump hole became stable, and the stable cycle is expected to last for the next decade or so. The Corsairs had to take additional measures against the Outcasts who frequent Omicron Eta system. Part of those defensive measures was building Ciutadella Outpost that was pressurized and commissioned in 818 A.S. Even earlier, an asteroid base was built in Eta itself.

Ciutadella was named after Ciutadella de Menorca city located on the Balearic Islands that belonged to Spain on ancient Earth. Similarly, most other Omicron Lambda names were derived from Balearic geography. The word Ciutadella actually means "citadel" in old Spanish, which well suits the Outpost's purpose.
