After years of terrible living conditions, many poor Corsair families are desperate for a new life. Some wealthy Corsairs have negotiated a deal with the Zoners to temporarily house refugees until they can be transported to IMG facilities where they will be employed as workers, and have a chance at a better life than they can find in Corsair controlled space. The Zoners charge high docking fees to transports picking up the refugees in order to pay for the high strain on the station's resources, but the IMG pays transport companies even more for bringing them cheap labor. The Kusari assault on Stokes Mining Station and the imminent threat to Planet Leeds has caused many citizens of the planet to become refugees.

Planet Leeds and Holman Outpost are the main departure points for people fleeing the conflict. Transport pilots are required by both the Bretonian and Kusari governments to purchase substantial insurance bonds on behalf of the refugees, making their transportation a significant financial investment. Numerous industrial operations throughout Sirius have capitalized on their desperation and offered substantial bonuses to pilots who bring them desperate people who are willing to exchange cheap labor for housing and relative safety.
