Built in high orbit of Planet Miyazaki, Tokai is an orbital supply base for Samura's operations on the surface. The base had to be built considerably further from the planet then most orbital stations due to the strong magnetosphere of the Planet. Even so, electromagnetic interference from the planet disrupts station operations from time to time, blinding sensors and preventing operations until the "magnetic storm" passes. Tokai handles shipments of construction materials to the Planet surface, and the transfer of produce, mostly rice, coming up from the surface.
