Synopsis
The Kusari State Police is a disciplined force of career personnel assigned to guard the borders of Kusari space and protect Kusari commercial interests.
History
History of the Samurai Police'
The Kusari State Police, were created on the general pattern of the Samurai Police of shogunate Japan.
In 322, the new Shogun ordered a reorganization, presumably as a chance to move remaining Hideyoshi loyalists out of the way, and to gain better control of the police.
Instead of the numerous autonomous organizations as before, the KSP were all gathered under the banner of the Machi-bugyohsho, and tasked with policing commoner and samurai alike.
Noone knows where the metsuke (semi-secret inspectors tasked with policing high-ranked samurai and lords) went - they may report to the Machi-bugyoh, they may be gone - or they may report directly to the Shogun.
Either way, there have been no O-metsuke at the court since 322.
The Samurai police today
The Kusari State Police of today is small in numbers, as it has always been.
They handle the delicate task of managing the daily politics of Kusari, and need to be able to handle gaijin and representatives of the Farmers Alliance, Samura or Hogosha alike. Since both the Kusari companies, the FA, and the Hogosha tend to do their own 'policing', the State Police are mainly tasked with controlling the gaijin, pirates and disruptive elements such as the Golden C or the Blood Dragons, and taking care of the cases when internal politics spill over into the public room.
Traditionally, they would also be tasked with policing the naval forces, but it was more than two hundred years since a KSP inspector were last seen on a KNF vessel.
Some take this as a proof that the KSP power is waning, other take it as proof that the metsuke still exists, and report to the Machi-bugyoh, while yet other point out that the KNF and KSP cooperate on an almost daily basis, with little real friction to be seen.
Zone of Influence: Kyushu, New Tokyo, Shikoku, Honshu, Hokkaido, Fukuoka.
Internal organization
The Kusari State Police are headed by two Machi-bugyoh, who serve as judges, magistrates and chief of police.
They are seconded by a small number of assistant magistrates, the Yoriki.
The 'regular' police officers are the Doshin.
The Machi-Bugyoh:
The Machi-bugyoh are directly responsible to the Imperial Court, and they are high-ranked samurai that apart from judging can also set state policy.
Machi-bugyoh have access to a shared Talarca Cruiser to deploy additional and support firepower on special missions.
The Machi-Bugyoh Talarca is deployed in Fukuoka, and shall not leave that system unless there is an urgent need for it.
The Yoriki
The Yoriki are assistants to the Machi-bugyoh and are responsible to take care and command of day-to-day affairs.
The Yoriki are also the executioners of the Kusari State Police, and because of this, while being high-ranked samurai, are banned from the royal court for social stigma.
They would be the highest ranking state police seen regularly in space.
Yoriki fly Wyrms most of the time. They are the most experienced pilots in the Kusari State Police, both honoured and feared in a Wyrm.
The Doshin
The Doshin are the patrolling police officers.
They patrol the lanes, enforce the law, and deal with the delicacies of implementing Kusari politics in real life.
Although lowest in rank among the state police, they are samurai and so outranks any corporate - at least in theory - and any gaijin in theory and in practice.
Wyrm is the standard fighter for the Doshin.
