Carolina Outpost was once a bare-bones chassis with a skeleton crew kept aboard for simple maintenance; evidently the Junkers inhabiting Puerto Rico were unsure what kind of project to turn the chassis into. They eventually settled upon selling the station to the Liberty Rogues.

The various squabbling bosses amongst the Rogues wrestled with the outpost’s purpose themselves for a time; after a while the chassis was built upon with rudimentary, experimental decks. One very highly resembled a Naval experimentation facility, the other was simply a cell-module pried off of a prison ship.

Carolina thus has become a sort of penal colony for those Rogues considered too dangerous or unstable even among the more ruthless men and women in charge, coupled with a range of areas aboard the station that is the closest thing to a “research facility” among the pirates. In fact, the role of “prisoner” and “researcher” aboard the remote base is fluidly combined together with little clear boundary. So long as the station doesn’t go up in flames, the researchers do as they please, including squabbling with one another over patents and origin of the inane workings of their minds.

Here, astrophysical observation is conducted on the nearby Puerto Rican rift, while the Rogue panoply of arms and ships is subject to Tesla-esque modification and experimentation to “keep up with the Joneses”, a common explanation understood to refer to the many turf-enemies and targets of the Liberty Rogues.
