Refugio is the home of many non-combatant Xenos, and is the main industrial and food production facility for the entire Xeno movement. It is from this base that the Xenos launched their assault on Alamo Base, which resulted in the Xenos gaining control over the entire Tau-45 system.
How the Xenos originally came to Refugio is not entirely clear, but it is believed to be that it was established shortly after Nome Base, when the Xenos discovered Alabama. Originally, Refugio served as a retreat for workers seeking to escape oppression in Liberty. Today, Refugio Base is the home base of one of the most feared wings of the Xeno Guard.
