- Can engage pirates, terrorists and lawfuls within Gallia
- Can trade and escort smugglers
- Can fulfill bounty contracts
- Cannot ally with any lawfuls
- Cannot use any transports with more than 4,300 cargo except the l'ane
Allowed ships: Fighters, Freighters, Transports, Gunboats
