The Zwickau Depot was established by the Bundschuh immediately following the successful Hessian assaults in Dresden that captured Leipzig Station and destroyed Pirna Border Station. The Bundschuh, not entirely trusting the Hessians' ideological commitments, desired an independent base of operations in Dresden - which would quite possibly become the first Rheinland system freed from the clutches of the corrupt regime. The Hessians use Zwickau to launch raids against the Bautzen Facility and it's mining operations. The Bundschuh primarily use it as a station to smuggle supplies to and from the Hessians.
