As the Farmers Alliance raised its profile in Kusari, its leaders and bases became the target of frequent Blood Dragon and Golden Crysanthemum attacks. It became apparant that the organisations had learned of Samura's involvement with the Farmers Alliance, and the general location of their base in Kyushu had never been a true secret. The leader of the Farmers Alliance it need a more secluded base from where they could coordinate their actions.

The Samura construction project on and in orbit of Planet Tomioka provided an ideal cover for Samura to help the Farmers Alliance establish a facility in Tottori. It diverted several transports into a nearby nebula, then blamed their disappearance on Blood Dragon piracy - and recouped their "loss" from their Interspace insurance policy.

Cape Soya was completed in 814, but construction of additional modules continued well into 817. It is the largest station the Alliance posesses, sheltering their leadership and a number of people that either the Alliance or Samura needs to see "disappear" for a while - it is rumored there are both Hogosha and Gaians among these guests. Cape Soya also contains a small drydock for the construction and repair of midsized ships.
