Torino asteroid base was hastily built in 818 A.S. by the Junkers from Lixheim who were hired by the Outcasts. The base is located within the Le Thillot field. Outcasts themselves did not have resources to build an outpost in a remote area of space themselves, and Junkers were motivated to help either by bribes or by plain intimidation. Royal Navy patrols in the area of the Lorraine mine field were loosened in the middle of 818 A.S., since a Council attack was expected from the Champagne side. Other pirate factions chose not to offer the Junkers any protection from the Outcasts, and many said that the Junkers sealed their fate themselves by co-operating with Gallic officials for so many years. Therefore, the Junkers had to deal with the visitors on their own.

After the asteroid was pressurized, Outcasts moved in their own equipment to complete outfitting the station. Using the newest technologies for building asteroid bases, they created a large and well-defended outpost that could counter most threats. The asteroid field surrounding the station provides additional protection. Torino was completed with unprecedented haste and greatly assisted the efforts of the Outcasts in delivering Cardamine to the populated planets of Gallia. The drug is considered even stronger than Gallia's own Nox, and is becoming a new fashion with the night life of New Paris and other planets of Gallia. While the pirates of Gallia are not involved in Cardamine distribution, some freelancers, mercenaries and shady dealers of various sorts, both in space and planetside, willingly purchase the drug from the Outcasts. The reason is simple: the price of the new drug with the end users is immense, and profits in the next few years are expected to be very high, compensating even the risks of the unforgiving space of Gallia.
