While Liberty government showed no interest in Pennsylvania and allowed Zoners and civilian companies to populate the system, the settlers established first cities on Planet Erie and turned to building space stations. Philadelphia became the first of them, completed in 764 A.S. More components were attached to the station later, including a large manufacturing plant and biodomes. As new bases were built in Pennsylvania and economical activities were rising, piracy started to increase as well, and Zoners had to use the help of Liberty government to keep unlawful presence under control. Nowadays, Philadelphia became the center of Liberty government in Pennsylvania, led by governor Sebastian Guillemot, formerly a lawyer and high-ranking employee of Ageira Technologies. The station is controlled by Liberty Police Inc., with more than 2000 civilians, personnel and corporate representatives residing in various living quarters. Manhattan intentionally decided to keep Liberty officials away from Planet Erie to give the colonists an impression that they are truly independent.
