Ecommoy Base was built inside a large asteroid within the Sarthe cloud of ice crystals. It is a typical pirate base, with a chaotic internal layout and several subsections, eached "owned" by particular gangs. The earliest records of it's existance are from 510 A.G.S., when supply shipments to and from Amiens came under attack by Brigands repeatedly while passing through the asteroid field leading away from the Picardy Jump Gate. Police patrols were stepped up around the lane, but the Brigands still managed to make off with the occasional freighter.
Since then, not much has changed. The base is located deep within the Sarthe, well beyond where Navy ships can safely travel. Police patrols focus around the trade lanes, while the Navy patrols the nebula boundaries, but neither can do much to stop the Brigands from hitting traffic bound for Amiens, and occasionally, Chateau-Gontier.
