Soon after the Hellfire Legion's formation it became clear that new pilots would need to be recruited from the Liberty population if the movement was to continue to conduct combat operations. A location was required to train these applicants and filter out the inevitable security risks posed by infiltrators.
The remote Kansas system was chosen as a destination for such an installation, resulting in the excavation of a large asteroid in the strategic field. Fort Riley’s dense rocky shell serves as excellent protection for those living at the base. Fort Riley's primary facilities cater to the manufacturing and maintenance of fighters and other small craft, usually working independently of the production lines on Fort Leniex.
Long tasked with defending the Commonwealth's civilian assets in Kansas, Fort Riley, then named Monterrey, had a much stronger attachment to the Commonwealth than the forces in Vespucci. When the Insurgency arrived in Vespucci, Fort Riley quickly dispatched its squadrons to assist the Dreadnought Ravager in the defense of the Commonwealth. Ultimately they were too late to make a difference; Ravager had already fallen by the time Fort Riley's reinforcements arrived.
The Insurgency turned its guns on the remaining defenders of the Commonwealth, and fought them back to Fort Riley itself. Boarding action ensued, resulting in the Insurgency securing Monterrey and ending the uprising. Training operations aboard Fort Riley have since resumed at a frantic pace, with the Insurgency expediting field deployments to refill its depleted ranks.
