Universal Shipping constructed St. Albans as an auxiliary shipyard in 821 A.S. with the help of generous investment from the Liberty government and the unspoken promise of future shipping contracts related to construction within the Virginia system. Since then, it has grown surprisingly quickly to become an important endpoint for all sorts of shipments, as well as a place for contractors and corporate representatives who have business with the Navy to meet and negotiate in quiet with ease.
Being one of two civilian installations in the system, it also serves as an important reminder; it marks the southernmost bound of where civilians are officially welcome, and the northernmost edge of the zone where national security trumps constitutional freedom of movement.
