Construction of Cartagena started in 792 A.S., to make use of the rich mineral deposits found on the moon Terre. Although several key materials are in short supply, the abundance of common metals such as copper and iron made the orbit of Alcara a logical choice to build a new shipyard. The Outcasts felt they needed a second facility as the fighting on multiple fronts was starting to stress Valetta's capacity. The Outcasts faced the Corsairs, Order, GMG and Bounty Hunters in the deep Omicrons, the threat of Gallic invasion from beyond Omicron-80, and the interloping Independent Miners Guild causing trouble in the Tau worlds.

Working efficiently in a system that was safe from their enemies, the Outcasts finished the shipyard in five years. Since then, both Cartagena and Valetta have been operating with capacity to spare. Cartagena mainly handles the construction of large Outcast transport ships designed to deliver big quantities of Cardamine to their bases beyond Omicron space, while Valetta focuses more on combat ships.
