- May engage in piracy.
- Can engage pirates, terrorists and lawfuls within Rheinland and the Independenst Systems bordering Rheinland.
- Cannot ally with any military, police, or corporate players except with Rheinland lawfuls when fighting against Liberty lawfuls.
- Cannot use any transports with more than 4,300 cargo
