In 817 A.S., the Outcast Council of Dons authorized construction of a new shipyard in the newly discovered Omicron-81 system. They deemed it necessary to build this new shipyard due to the four-front war the Outcasts were fighting against the [[Corsairs]], the [[Bounty Hunters]], [[Liberty]] and [[IMG]]. Also scientists had discovered that [[Corsica Outer Sanctum|Corsica]] was not as stable as once thought, and that within one hundred years she would be pulled in and torn apart by the Black Hole of Razgriz.
