The Arbiter is the next step in the evolution of the [[Spyglass]]-class Battleship which, according to rumors, originated as an electronic warfare Battleship originally designed by the [[Liberty Security Force]]. The latest incarnation is a very large vessel capable of fulfilling many roles, a result that rivals the Navy's venerable [[Liberty Dreadnought|Dreadnoughts]] in flexibility and even surpasses them in adaptability and firepower, owing to a highly-modular design convention based on decades of research taken from the original Spyglass design.
The mysterious "Spyglass" was initially a prototype of the Liberty Navy space reconnaissance battleship. It was stolen by Lane Hackers during the first years of their existence, and since then became seat of the Hacker bosses. This huge ship was sometimes seen drifting through Independent Worlds, but hapless pilots who tried to come closer never returned. It is believed that immensely powerful long-range sensors and other recon devices mounted on the Spyglass were the key of Lane Hackers success as a pirate organization.
