Brief History

Established shortly after the founding of the Republic of Liberty itself the Liberty Security Force always existed in one form or another throughout the years. It's primary purpose is to collect, analyse, evaluate, and disseminate foreign intelligence, and to perform covert actions in order to protect Liberty and it's interests across Sirius. Working side by side with other branches of the government and the Armed Forces, the LSF has always handled situations related to public security and anything that may be considered unfavorable if associated with Liberty publicly. This has led to LSF growing to encompass nearly all aspects of the intelligence community in the House. While the Liberty Navy is the embodiment of more traditional aspects of defending Liberty's sovereignty, the Liberty Security Force's mission exists to counter the known and unknown threats, both within and outside Liberty.

Gallia’s advance into Bretonia and Libertonian border space by the late 820s created political turmoil, creating one of the biggest concerns of the Libertonian government in finding an effective counter to the emerging foreign and domestic threats. Threats which were created by the shift in balance of power. The battle of New London and the Glassing of Leeds sent shockwaves across Sirius and Liberty itself, one that spurred the government into action. Establishing the Liberty Intelligence Agency in 827 A.S as a shift of strategies to adapt to the changes in Sirius’s political environment, the LIA’s official purpose is to expand upon the existing objectives of the LSF. However, all the details regarding the LIA are classified, with much speculation surrounding its true purpose.

Reportedly working entirely independent of the Security Force, the LIA has been formed out of various handpicked individuals from all three branches of the Liberty Armed Forces, the government, and the civilian sector, with ongoing recruitment to fill its ranks. The LIA directly reports to the President and the Cabinet of the House of Liberty, independent of the military’s Intelligence Community. This is an unprecedented move, leading to most assumptions being that this is Liberty now willing to go the extra mile to preserve its continued sovereignty and security – through an unshackled intelligence agency.

Base of Operations

Chesapeake Shipyard


Chesapeake Shipyard is a small but highly advanced ship construction facility. It is used by the LSF to manufacture specialized, mid-sized vessels at a faster rate than Washington, which has to accommodate the fleets of the Navy. The facility is equipped with a wide range of automated machinery to increase productivity without requiring too many workers. It's also designed to customize ships for specific missions - advanced sensors for reconnaissance, extra fuel pods for long range missions or a low-emission power core for stealth running.

Planet Manhattan


Founded in the year 1 AS, Manhattan was the first human colony established in the Sirius Sector. Over the last eight centuries it has grown into a teeming world of over 18.1 billion people who live and work in a number of large metropolises that dot the planet's surface, making Manhattan the most densely populated planet in Sirius. Its main metropolis, suburbs not counting, numbers over 220 million people - with the hull of the Liberty sleeper ship as a towering beacon at it's center. It still remains a bustling tourist destination, with many gorgeous sandy beaches and crowded shopping promenades. Nearly the entire population is dedicated to the manifest destiny of the Liberty free market, and today Manhattan is the hub of a vast commercial network that stretches into almost every corner of Sirius. While "going to Manhattan" has become a commonly accepted phrase for leaving home to seek your fortune, the cost of living on Manhattan itself is extravagantly high. If a trend is new and exciting -- and expensive -- then it almost certainly originated here. Despite the turmoil surrounding the brief, but bloody, Nomad war that ended in 801 AS, Manhattan has continued to grow, and shipments arrive from all over Sirius on a daily basis. While there are reminders of the Nomad War still left over, most people prefer to focus on the future and, for Liberty at least, it appears to be a bright one. Planet Manhattan also serves as the primary HQ for the LIA. Altough rumors circulate that this is not the case and the agency has another HQ and the one on the planet serves nothing more than a show-window for the public.

Departments

Command Directorate

This comprises of the Director, deputy director and the department heads. They oversee all the critical operations and day to day running of the agency. They also liaise with LSF and the Navy on matters of national security. Clandestine Operations


Representing the foreign intelligence arm of the LIA, Clandestine Operations is one of the two principle departments the Agency is based around. With agents operating autonomously, Clandestine Operations focuses on the gathering, processing and analyzing of intelligence and security information throughout the Sirius sector, carried out through the use of signal intelligence or SIGINT. The specifics of the department itself are highly classified, with speculation to it's duties ranging from simple information gathering to exercising foreign political influence through covert means. As they specialize in such tasks with extreme discretion, all the traditional bearings of an intelligence unit exist, with the factor of the unknown. Constitutionally, all covert actions undertaken by Clandestine Operations are done at the behest of the department director and the Command Directorate, directed by the President.

Domestic Protection Department


The Domestic Protection Department, unlike it's counterpart the Clandestine Operations, functions within it's borders to ensure the direct security of Liberty Space. The DPD handles both foreign and domestic threats that may serve to undermine the stability of the House, through activities that range from as simple as border control and monitoring, economic or financial intelligence to domestic counter-terrorism and counter-intelligence. It also serves as the main civilian intelligence arm operating in Liberty, with functionaries extending all the way to the Libertonian corporations, quasi-lawful elements within the House and the government itself. The department also provides assistance to police and military intelligence for counteracting dangerous elements like criminal and terrorist organizations, while carrying out investigations of critical nature wherever required. As like Clandestine Operations, activities are authorized and carried out under the behest of the department director and the Command Directorate, with jurisdiction encompassing Libertonian institutions and society.

Research and Development Department


The Department of Research and Development (often simply reffered to as R&D) is the main scientific body supporting the entire agency by creating tools that help completing the various tasks of both the DPD and Clandestine operations. They develop new technologies for the agency, altough much of their work never sees the light of day. They work closely with Clandestine operations and often request the help of the agents of that department to act as test pilots for either a prototype ship, or sometimes to test new weaponry or other equipment created by the R&D.


Structure

Director of Intelligence

Receiving their orders directly from the Department of Defense and the Commander-in-Chief they are responsible for the direction of the entire agency. The current Director is Julia Wolfe, CODENAME: CLASSIFIED

Deputy Director

The second highest position within the agency. The Deputy Director serves as the right hand of the Director. In the event the Director is unavailable they can fulfill the role temporarily. The current Deputy Director is Felix Sunderland, CODENAME: CLASSIFIED

Department Directors

Tasked with leading one of the departments within the agency. Their role is to relay orders to the agents serving under them as well as helping the command directorate with running of the agency. Department heads are covert roles and their identities are CLASSIFIED

Special/Supervisory Agent

A veteran agent within the LIA. A Special/Supervisory Agent is one typically well-versed in the goings-on of their respective Department, and acts as a bridge between the Agents of a Department and their Department Director or as acting Department Director if required. Other special duties maybe asked of a Special Agent.

Agent

The most commonly encountered operative are the Agents. They make up the bulk of the agency's members and their tasks varies depending on which department they work for.

Junior Agent

Agents in training. This is the position that makes or breaks a career in intelligence. If a Junior agent fails to make the grade, they become administrators or analysts (If they are tech savvy)

Ships in Service

Strikecraft:


LZF-9805 "Liberator" Light Fighter - The lightest of the strike craft available to LIA pilots, typically used in interdiction and scouting roles. Very little armour and weak primary armament, but high manoeuvrability and maximum velocity.

BDR-804 "Guardian" Very Heavy Fighter - Typically the most common offering aboard any strike carrier, the Guardian is a staple craft used in almost every squadron within the LIA's ranks, due to its simplicity and effectiveness. Maintains a balance of agility and armament in order to maximize its effectiveness against a variety of targets.

BDR-845 "Avenger" Very Heavy Fighter - The big brother of the Guardian. Trades some manoeuvrability for additional armour and power storage, which allows for the usage of heavier armaments. Tends to go unused in favour of the Guardian, except for certain circumstances.

Li-117 "Upholder" Light Bomber - A re-purposed variant of the Guardian strike craft, armed with a variety of strike packages depending on mission load-out. Its respectable manoeuvrability despite its payload allows it to perform hit and run tactics, a favourite among bomber squadrons operating on the Gallic Front.

WAR-4b "Waran" Civilian Bomber - Based loosely on an old, unpopular bomber design, the "Waran" still bears the name of the vessel it has come to replace. Many rumors circulate about it's origins. Some say Junkers mated the powercore of the old Waran to the Raven's Talon frame. Some say the Independent Miners secretly constructed this bomber as a craft for unscrupulous clients such as the Lane Hackers.

CTE-19000 "Roc" Civilian Bomber - Seen all over Sirius, in the hands of corporations, criminals, Zoners and Freelancers, this bomber is a versatile piece of equipment, handy for those that all-too-often find themselves on the wrong end of big guns.

XB-2 "Havoc Mark II" Light Bomber - Recently redesigned by Ageira Technologies, the Havoc Mark II.


Capital Vessels:

Defiant-class Gunboat - A highly manoeuvrable, compact, and well-armed vessel, the Defiant is the premier picket vessel in use by the Liberty Navy and the LIA. Its improvement over previous designs, most notably in the development of an anti-capital plasma catapult, allow it to serve a variety of roles.

Archer-class Siege Cruiser - Like most Libertonian designs, the Archer-class is built to be compact, manoeuvrable, and deliver a heavy blow. To that end, it trades in a majority of its armour and armament for a massively increased power core and a plasma lance, otherwise known as a 'siege cannon'. This highly destructive device can cut ships clean in half, and concentrated fire from a 'wolfpack' of these vessels is enough to tear even a Charlemagne class Valour to pieces.

Interdictor-class Assault Battlecruiser - A heavily armed, heavily armoured, yet still manoeuvrable vessel, the Interdictor is a pinnacle of Libertonian engineering and design. Mounting multiple heavy cruiser-class and battleship-class payloads, the Interdictor-class serves as an effective foil to the Archer that precedes it; the former handles heavy capital vessels from afar, and the Interdictor ensures that nothing smaller gets close enough to harm the Archer - a dynamic duo that has served Liberty well.
