- May engage in piracy.
- Can engage pirates, terrorists and lawfuls within Kusari and the Independent Systems bordering Kusari
- Can lawfully land on Samura bases.
- Cannot ally with any military, police, or corporate players except Samura.
- Cannot use any transports with more than 4,300 cargo
