Due to Samura's prejudice against foreign companies in Kusari, Orbital Spa & Cruise was forbidden from building any facilities on Planet Tomioka's surface. However Samura did allow for a luxury liner in orbit, where its passengers could observe the solar system's beauty or take shuttles to one of Samura's planetary resorts.

Luxury Liner Mackinac caters mostly to tourists from the other houses who were unable to secure reservations planetside, as Samura holds native Kusarians at a higher priority, making it both more expensive and more difficult for foreigners to gain living quarters on the planet.

The Mackinac has been a frequent target of blackmail and extortion, as well as rampant drug dealing by the Hogosha in Nagano. This extra overhead and the reduced income caused by the Hogosha and Samura has caused many ranking OS&C executives to question its economic viability, but with the Shetland retreating from Edinburgh in the face of Gallia's invasion, Orbital Spa & Cruise has been forced to accept any possible money-making locations for their liners, regardless of the risk and problems that come with them.
