The Privateers of Bretonia seeking to augment their ability to raid and pillage Gallic vessels without relying upon the good graces of their employers in the Crown. In addition to requiring a place to store their goods taken from transports supporting the Gallic Royal Navy's war effort, they saw opportunity when the Villeneuve was destroyed and the Betheny battlegroup was ordered beyond, into Leeds. The ongoing push through and past Edinburgh caused some holes to begin appearing in the patrols, as the system was now part of the rear flank of the invasion. Privateer vessels infiltrated Edinburgh, and using the cover of the Arran Ice Cloud, constructed a small facility to cater to those bearing a Letter of Marque.
In a sense of irony, most of the supplies used in the construction of Providence were stolen from Gallia's corporations. Goods are stored on the base where the Crown's share is divided up and shipped out to New London, in accordance to their Letters of Marque.
