History
The following includes a recent history of the changes that have occurred to BIS since the fall of the Leeds system at the end of 820 A.S. Near the end of 820 A.S., the war took a dramatic shift for the worst within Bretonia. As the forces of the BAF military was decimated over the fall of Leeds and the mass exodus of civilians trying to escape to the recently annexed system of Omega-3 has left the entire government in a state of near chaos. While this defeat has left the military and government in a state of panic, the blow was even worse for the BIS. Leeds had been serving as a listening post since the war began and with it cut off, so was all contact with it's agents operating within Gallic space. While some of these men and women have found their way back home, many are still missing, and most are already confirmed as dead. With most of the leadership dead and as much as 80% of it's agents either missing or killed, BIS has been forced to take drastic measures to ensure it's continued survival. This meant recruiting as fast and as quietly as possible from anyone still in Bretonian space that they could find with even the slightest bit of military training.
The Judges
The Judges had been a migrant group of mercenaries that had moved into Bretonian space early in 820 A.S.. Mostly a combination of former naval pilots, mercs and adventures, they had taken on several contracts to work with BAF in dealing with the GRN threat that had been looming over Leeds. With it's fall, they had mostly relocated their forces into New London. Mostly overseeing the transports trying to find their way into Omega-3. While by no means trusted, they had two important things going for them. The first is they had a reasonable size force of pilots that could be utilized with no direct connection to Bretonia. The second, they were not in Leeds during the fall of the system and as such, did not have their numbers reduced.
Before the end of 820 A.S., the entire group had been approached and recruited under the new BIS mandate. Now retrained and armed with a new set of objectives, the Judges began taking the place of the agents that had fallen before them with the full intention of destroying the enemies of Bretonia, by any means necessary.
Now
By the beginning of 821 A.S., BIS was ready to begin it's operations again. Now with new blood in the organization they have renewed hope that they can recover the lost agents and break Gallia's hold in Bretonia once and for all.
Ranking Structure
Supreme Judge- The commander of the Judges. Under the new BIS mandate, he is now a director of BIS operations.
Senior Judge- The individual squadron commanders. In addition to running the individual wings, they act as the liaisons and diplomatic face of the Judges when dealing with the public (even if most of it involves denying all allegations sent their way).
Judge- Fully trained agents of the BIS. Each Judge is assigned to a senior who gives them their missions.
Senior Cadet- Cadets who have completed at least half of the necessary training are promoted to this rank. Seniors are granted greater ZOI access.
Cadet- Jr. Agents that have just begun their training (a 10-12 week program). Generally restricted to the home systems.
Operational Zones
The Core Worlds
ZOI- New London, Manchester, Dublin, Cambridge, Newcastle
• The Core worlds are under the primary jurisdiction of the BPA. In the cases of but not limited to piracy, smuggling, illegal cargo, illegal tech and giving fines, BIS is to grant assistance to BPA but not take authority unless asked.
• In cases involving HVT's on our list or Gallic forces, BIS is to take control of the situation.
• In cases involving Nomad/Wilde, BIS is to immediately take command of the situation and order the evacuation of all non-essential personnel. These vessels are to be captured if possible, destroyed when necessary.
• In the case of the Nomad facility in the Newcastle system, BIS is to remove any un-authorized personnel from the area immediately by any means necessary. (This does not apply to BAF)
Leeds
ZOI- Leeds
• With the fall of the Leeds system and the planet now embroiled in a bloody ground war, standard orders no longer apply. BIS has direct authority over this system
• Any vessels found in this system are to be stopped and scanned. Gallic vessels are to be seized or destroyed.
• Regarding Planet Leeds, BAF is still trying to evacuate civilians and bring down necessary equipment. BIS is to continue those efforts when possible. (Information gathering from agents on the planet is vital!)
The Boarder Worlds
ZOI- Edinburgh, Magellan, Cortez, Chester, Omega-3, Salisbury, Poole, Orkney, Lewis
• In the case of the Magellan and Cortez systems, BAF is to considered the primary authority as they are key in avoiding our loosing contact with Liberty. BIS agents in these system are to assist BAF forces in repelling any Gallic threats that enter. In the case of no BAF presence, BIS will assume responsibility for controlling Bretonian forces in the area.
• All other boarder systems are to be monitored for any hostile movement but unless otherwise noted, will be handled on an as needed basis.
Tau Systems
ZOI- Tau sectors
• The majority of these systems have fallen in part or in whole to Gallia. All ships found in these systems are to be detained and scanned. Scan logs are to be sent back to BIS command to be used for further operations.
• ANY Gallic vessel is to be stopped and ordered to drop all cargo (they are to be destroyed if they do not comply). Gallic military vessels are to be destroyed on sight

Gallic Systems
ZOI- Gallia
• BIS agents are authorized to seize all vessels found in Gallia and dealt with by any means deemed fit.
• You are cleared to make contact with enemies of Gallia and ally with them as needed to deal with this threat.
• You are all aware of the code of conduct that members of the Bretonian armed services are required to carry out within our home space.....You are ordered to forget about it while operating in Gallia. Authorization to use any and all means necessary to cripple Gallia is granted.
