Cloaking Devices hide the user's ship from all ranges of the electromagnetic spectrum.  There is no known countermeasure to the effect. While they make the user invisible, they do not make the user invulnerable. As they disable shields on use, this allows a quick-thinking pilot to do direct hull damage while they still know where the cloaked ship is.
