An equipment dealer on the Planet Leeds, Tobias played an important role in the Nomad War. When his protege, Edison Trent returned, broke and on the run, he offered him aid and shelter. He would later play host to a number of important figures, and hide them from intrusions by Das Wilde agents. When Rheinland attacked Bretonia, he served in the Bretonian Armed Forces as he had so many years earlier. Soon after the war ended, he was discharged and went back to being an equipment dealer. While The Order is not in the graces of Her Majesty's Royal Government, he is known to continue correspondence with Trent.
Since the Gallic Royal Navy's capturing of Leeds he is missing.
