With an ever-increasing presence of Police and Navy patrols, raiding New York's Trade Lanes became ever more difficult and dangerous. Eventually, the Rogue ringleaders had enough of their raiding parties dying or getting captured due to their ships malfunctioning mid-fight or guns falling off.
The Rogue leaders decided to move the destroyer, lovingly dubbed "Drunken Codger", to the heart of Liberty. The main use of this was to use the Destroyer as a rearming, staging and repairing outpost, conveniently hidden near the major trade arteries in the system.
