While prisoners of war are captured combatants from a hostile nation, Criminals are non-combatant citizens who violate the nation's laws, usually by taking actions that harm persons or property. Nations use a variety of methods to punish and deter criminal behavior, including financial penalties or fines, loss of civil rights for a period of time, forced labor, and imprisonment. Whether imprisonment is designed to be punitive or rehabilitative varies from House to House, and civil rights groups often claim that the methods of rehabilition are at odds with their intended purposes.
