Supplies of mines, missiles, ammunition, and countermeasures are highly sought after by the criminal and terrorist groups that operate throughout Sirius, along with the various semi-lawful groups that have difficulty legally obtaining export licenses. These groups are eager to get munitions locally if they can, through bribery or convoy ambushes, but they often depend on off-book crates of munitions that reliably find their way onto the black market, despite all attempts by Ageira, Daumann, and House governments to track them.
