Sarah Lee Yang,

Your request to extend the number of Weapon Platforms at your Facility, International Trade Hub, is not, at this present time, our decision to make. This is clearly laid out in the Bretonian Laws. See below for relevant quote:

Quote:5.5 - Base Modification Protocols
Station owners are free to make whichever internal station modifications they see fit, including the construction of shield relays, storage berths and factories. Despite this, permission must be sought from the War Cabinet or the BAF Admiralty Board before the placement of weapon platforms, due to the highly dangerous nature of the structures. Once permission has been granted, the owners of the structure may only place up to four platforms unless given special permission.

With that being said we will pass this on to the relevant Department handling this kind of request. Until we receive an indication, from the War Cabinet, your request is on HOLD
Greetings,

I am Dr. Ron Kosher, and I represent a small group of researchers, independent but loosely affiliated with IMG. We are requesting a base construction permit for Rutherford Appleton Laboratory in Omega-3. Please see the application below and the Payment receipt for our application fee from Ron.Kosher to QCG|HMS-Majesty.

We perform research in mining ore and in metals extraction from mined ore. We are currently working on producing a more efficient graviton based mining array to improve the yield of ore mined from asteroids.

We began our work at Falkland base in Tau-37 and started initial development of the array working with Niobium from the fields in Tau-23. The jump hole wreaked havoc on the calibration of our scientific instruments mounted on our mining vessels. This required constant re-calibration, which was very time consuming, and seriously hindered our research efforts. We Investigated migrating our work to Java station, but they neither had the necessary facilities nor the power requirements that we needed for our equipment. We built and operated “IMG Research Station” in Tau-23 and gathered data and performed research for many months. We finished the collection of data several months ago, sold the station, and returned to Falkland base to analyze our data and build a prototype mining array.

We have finished developing the prototype array based on our data of Niobium mining. We chose to develop the array for niobium first due to our agencies specialization in the ore, and the higher atomic mass compared to many other mined metals which makes it easier to use a graviton based technique. However, now we are interested in extending this array for use with cobalt ore, and want to use the field in Omega-3 for our research. Similarly to what we found in Tau-23 there are no satisfactory locations currently in the system that can support our power, space, and facility requirements, thus once again we believe it will be faster and more economical to build our own station in Omega-3.

We have performed surveys in the system and found that the Omega-3 sun is subject to periodic sessions of increased flare activity which cause electromagnetic interference that will affect our instruments on the station. Therefore, we propose to use the solar collector of Freeport 1 as a radiation shield to shield our base. This will require special dispensation under Chapter 5 of Bretonian Charter of Interstellar Law, section 4, paragraph 2, clause 1: “Bases must be no closer than 10K from any existing base or jumpgate, unless special permission is granted by the War Cabinet.” Our proposed location is at coordinates: (019780, 299, -17365) in Sector 3C in Omega-3. These coordinates are 2.5K from Freeport 1, 1.9K from the trade lane heading to the Cambridge jump gate and 4.8K from the trade lane heading to Aland Shipyard. The location is well beyond the traffic paths heading between the trade lanes, and will not interfere with commercial traffic.

We may also occasionally export small amounts cobalt ore since we will generate some of it during our research activities. However, this is a secondary objective since the amounts are minimal, and profits from this are not expected to even offset the costs of operating the base.

I thank you for your time in reading our rather lengthy application and hope that we can get special dispensation from the War Council for the base’s location, and an approved application. We will wire the rest of the zoning fees, which I believe is an additional 200 million credits after subtracting our application fee, once the application is approved.

Base Application Summary:

Greetings,

We have done some additional surveying and I can provide some more visual details on the base’s proposed location.

Dr. Ron Kosher,

We have carefully read your Application and as you have already pointed out, you require Special Dispensation, from the War Cabinet, to build you Base within Ten (10) Kilometers of an existing Base or Jump Gate.

We suggest that you send a Communication to the Bretonian War Cabinet, asking for this Dispensation, at the earliest opportunity.

In the meantime we will also send this Communication via Internal Channels. Once/if this Dispensation comes through we will process your Application.

We're still awaiting a reply on our request. Any news from the War Cabinet or either the BAF Adm Board?

regards,
~Sarah
Greetings,

We have sent a message to the War Cabinet and a copy is attached. We would be grateful if you could put in a word with the War Cabinet to request that they review our request in a timely fashion.

Still waiting for a reply by any of yours.
Sarah Lee Yang,

We are sorry that your Request is taking so long to process. The internal bureaucracy of the many Departments of the Bretonian Government can slow down any process almost to a standstill. Last we heard of your Request was that it was in the hands of the Bretonian Government's R & D Department. We believe that the Scientists are pouring over the data that you kindly supplied. We can't say what they are doing and what is taking so long for some kind of indication from them.

We can suggest that you apply straight to the War Cabinet. This may enable a speedier response.

Yet again, we apologise for the delay.
Greetings.

My name is Jack Stivenson. I'm leading small Zoner group that are interested in science work. We left our home (Freeport 11) because of lot's of nomads activity. We want to construct base in Omega 3 system to look after changing in Omega 3 anomaly and also construct Docking, cloak, Jump Drive and Hyperspace scanner factory to construct everything that Sirius sector needed. We need to construct base in following coordinates: -18317; 0; -19079; Sector 3C (Low, right side) That's 3.3k from Freeport 1. Base will remain closed by docking permisions till it will be constructed on atleast 25%. But every official tag as you prefer will be added in list of docking permission at begining of construction. Base will remain neutral to all vessels who are neutral to Zoners and hostile to everyone who are our enemyes. (Wilde, Nomads...)

Registration fee was already sent on your account (QCG|HMS-Majesty).

Our Group is interested only in science work. We are not interested in helping any side to win (Pirates or Military). We are simple civilians who want to stay neutral to everyone.

Base info:
Name: Palmer Research Station
IFF: Zoner
Planned Modules for Core 1.
1. Shield Generator.
2. Weapon platform (Wil be used only in protection of the base)
3. Core upgrade.

I hope that you will give us permition to construct that base.

Jack Stivenson out.
Greetings:

We were unable to get permission for our base location from the War Cabinet. As such we have decided to move our station outside of the 10K range of Freeport 1.

We have decided to move the station back from Freeport 1 and into the Burgess Ice Field. The ice in the field will provide additional shielding from the sun’s radiation to make up for the lack of shielding from Freeport 1.

Our new proposed location is at coordinates -25633, -11, -22238. More complete details on the location are attached. This uses the entire Freeport 1, specifically the station core as a shield. This position puts the proposed base 10.1 K from Freeport 1, 8.6 K from the Cambridge Jump gate trade lane ring, and 11.9 K from the Aland Shipyard trade lane ring.

Hopefully, this position is acceptable and you can complete the processing of our application. Thank you for your time and consideration.
