The Leeds system is not open for public construction because of the war against Gallia and Leeds, being at the moment, under control of the Gallic Forces.
However due to the intentions you demonstrate we welcome all help in the war effort.
So after much consideration the Bretonia Police Authority has nothing to oppose in the building of the Base.
Still it's our Duty to advise your Company not to build a Base in the System as the Bretonia Police Authority wouldn't be able to spare any ships and manpower in case of an attack on your Base.

We are sorry for the mistake of the previous Communication. One of our newest Employees was dealing with your Request, under the guidance of a Supervisor. Apparently the Supervisor got called away, suddenly, and didn't have time to check the Communication before it was sent. Once the Supervisor came back, she flagged the mistake and now we are sending this Communication.
Before we can allow you to build the Base, we require some information.

The exact parts that we need clarification on are namely:
5.2 - Registration Conditions for Bases

5.4 - Base Operational Regulations
We would suggest that you read and understand all the Regulations pertaining to the Construction of Bases.
Until we have the required information, you will not be allowed to continue the Construction of your Base.

Before you can start to start the Construction of your Base, we still require the outstanding amount of Two Hundred and Fifty (250) Million Credits to be paid to the Bretonian War Cabinet's Account.
We must reiterate that your Base, in accordance with,
Charter of Interstellar Law, Chapter 5 - Base Construction and Zoning, Sub-section 5.4 - Base Operational Regulations . These may be found here:

may not build your Base any closer than 10k from any point of the Mining Field.

It would appear that you are registering an illegally built Base.
It is not the first time that this has happened, but is still frowned upon.
The Fees for a Zone 4 Base is One Hundred and Fifty (150) Million Credits. This can be paid in to the Bretonian War Cabinet's Accounts. These may be found here:

There is also the case of a Fine, because of the contravention Bretonian Laws by owning an illegal Base and also the building of Weapon Platforms without the Permission of the War Cabinet..
This fine will be the standard Fifty (50) Million Credits for the First Offence and a like amount for the Second Offence.
These fines can be paid to the Accounts of:

Once the Outstanding Fees and the Fines have been paid, your Base will be Registered.
