Regarding ICO,
ICO have no authority within Liberty unless so given by active LSF or SA officers. They cannot enforce the ban of mercenaries unless it is in the best interest of civilian forces within the area. In short, LSF and SA are the only ones along with the LPI who can enforce law within Liberty pilot. Remind them of that if it becomes an issue, as I have already personally made them aware.
Woolsey out.

Pursued LR Beserker last night to sector C5/6 to be met with LH Le Chiffre then LR Drax. Engaged these contacts and requested support our Cruiser Athlaskaban arrived but was destroyed as more support for us arrived in the shape of 2 LSf fighters 1 LSF bomber and 2 independant GB's. The support arrived sporadically leving them vunerable to attack.
Sadly Ravenheart was also killed, as well as a couple of independant GB's. LR Valdar fled the battle as well as the Outcast Manson. Beserker and Drax were destroyed and Lechiffre eventually fled to the Badlands on thrusters after several attempts to flee on cruise were tharted. Slayer Merc supplied me once with some repairs at the end of the engagement on my request which led to a river of tears from Le Chiffre who appears to rely largely on a temporal anomaly drive to survive (very laggy). Statements from the pilot included that I should be twice already and accusations that I had been constantly been re-supplied during the fight which was not the case.
Overall a victory but at too high a price in losses.

Greetings friends! My name is Zheng-He, an explorer in seek of adventure throughout Sirius. From my former travels in Liberty space, I understand that certain men-of-opportunity like myself, so commonly called "mercenaries", are viewed with a great deal of suspicion in the systems under your jurisdiction. Although I may be characterized as such, and although I was raised as a Hogoshan, be certain that my intentions are most noble! Like your government, I firmly believe in the rights of all to fulfill their dreams with the greatest degree of freedom, and I have nothing but contempt for those who would selfishly dash those dreams through piracy and terror. Given the great amount of oppotunities in Liberty, it would be most unfortunate if I would be forbidden to travel within it's borders. Thus, I most respectfully request rights of free trade, travel, and employment within Liberty space. Although my vessel is quite humble, in return for this great generosity I will be most willing to assist in combating those who would threaten your citizens and would be honored to do so. I eagerly await your response.
May your life be full of blessings,
Zheng-He

I'm sending this report as a complaint on the LSF activities as of late near Manhattan. Several hours ago, a LSF battleship was positioned over Manhattan along with several other vessels (among them Civilians). Now this is a high traffic area, where any weapons fire can be deadly for any civilians, as a result the LPI keeps it as a no weapon zone. There are designated weapons testing areas. (Connecticut, Detroit munitions.. etc..) Today, I arrived to find several vessels firing on each other to "test" their weapons/shields, I promptly asked them to stop, and take it to the proper area, to prevent civilian casualties. At this point they stopped firing, but the LSF battleship opened fire on the ship which wanted to test his shields after I had asked the others to stop.
This double standard cannot be allowed. We can't expect non Military pilots to obey our laws when our own ships ignore the laws. Especially after an officer has just finished telling others to stop.
Please set an example for the other pilots in the area.

Today on my patrol I spoted one [TAZ]Sophie Noir. She was carrying conterfit software. I ordered the contraband to be droped it was droped as ordered and destroyed on site as should be done. And also I fined her 1 million credits and sent her off with her passengers.
Also i have funded aload of SA recruits to get there ships and equipment. I cant remember there names off the top of my head but ill check my nural net when i return to my ship. But i just thought id get it all added to the record.

[Comm ID: Navyman Recruit Nathan "Cultist" Hunt]

While patrolling over Manhattan today, I encountered a Bounty Hunt by the name of Sam who seemed to be a little misplaced about who he was. Though he was identified as a Bounty Hunter, and flew a Bounty Hunter battleship, he seemed to be under the impression he was in the Navy.
His ID confirms that he is with the Bounty Hunter Legion, though he was broadcasting a Naval code. After I approached him and requested that he get his identity crisis straightened out, he told me that he didn't have to listen to me because he'd been around longer. And if I disagreed with him, he'd blast me. Clearly an act of hostility.
OOC: His tag identified him as being with the Navy, though he flew with the [BHL] clan tag. I didn't get a chance to take a screenshot of his ship because he ran away spouting out that he'd been here longer than me, so he could do what he wanted and didn't have to listen.. and that he'd blow me up if I disagreed. However, I did get a screen shot of the chat history.

After reading the report from Nathan hunt, i decided to check it out. BHL sam was flying a bounty hunter battleship, i asked him to leave liberty for threatening a navy pilot. He denied, and i then told him he would leave or be destroyed, his reply was "i'd rather die" then started to engage me, the fight didn't last long, as he was quickly destroyed..
