Envoys usually are assigned to specific or temporary diplomatic missions due to their expertise relating to the issue being negotiated. They may be full time government employees, or may be from the private sector, and once their mission is accomplished they return to their full time occupation. Often they act as arbitrators for two or more other parties who are locked in conflict.
