I have just had an unpleasant encounter with one independent trader ship named ~Skyfox~ who was flying under no IFF and had an researcher ID, yet he was flying and ZBT known as Whale.
After long and rather disturbing discussion I was told that certain Quimby and Laowai (?) gave him a permission to fly that ship until he receives a response from the Zoner Council. I went through communication channel archives and found his request in the Diplomatic Matters (?!), yet it was not answered, I believe because there is no need for an answer. All it takes is to read ship's info card.
I didn't destroy this vessel on-sight as I'm waiting for the Council's response. My brother Mohammad-Sadiq who is a member of this Council asked me to control my temper and seek an advise.

Thanks for the reports. I have seen the Diplomatic Message from the Captain of the Skyfox. I am inclined to deny his special request, due to the very distinct and special nature of the Vessel.
The Manual, Warranty, and Disclaimer given by the dealership is quite clear, I believe. I know that we watch our "yards" at Pueblo Bonito very carefully to prevent these types of "mistakes". I will respond to his request immediately.
I am also inclined to personally offer him a partial recompense out of my own "pocket", and/or give him an excellent deal on a BWT from Shasta.
As to this "Dezfield", from what i have heard, he deserves no such special consideration. If he persists in responding with garbled comms messages of a non-responsive nature, I think yet another precedent is in order; "Blow him up early, blow him up often", until he runs out of escape pods and/or the credits to replace the bloody thing.
In short, if you're not Zoner Guard ID and IFF, "Don't ask!"
Now, it seems we may have exhausted ourselves on the issues of Security.
The Chair will entertain Motions. i am inclined again to go with a "package deal", rather than indiviual votes, or we'll be voting until the Chaos come home. Let's identify the specific issues, combine them into an understandable form, and try to get "home" for the weekend, eh?

Clearly taking away option of taxing in either one of the systems mentioned, is not a way to go. Taking such an candy as the greedy, un-willing-to-pay-protection miners are from our allies Corsairs would not be fair.
On the other hand, we must request safe passage for all Zoner vessels through all systems in return. Reciprocity is the right word I guess
So my vote is NO to both motions

Here's a list of issues that have been addressed so far. My suggestion is to vote on them bulletin by bulletin instead of a single package. This is because the list is so long that we may not get a straight YAY / NAY across all bulletins.
1) 5km no-fire/no-tax zone for all Zoner Bases?
2) Should only Baffin and Omicron-74 remain tax-free systems? Should either O-49 or Theta become fire/tax-free systems as well?
3) If you bring Slaves or Captured Pilots to Freeports, should you be forced to sellberate them?
4) On the subject of the Escort laws: Should the Escort laws (or lack there of) be decided on a faction by faction, indie by indie basis or should the Council of Zoners dictate a universal Escort law for all Zoners to follow?**

Delegates, I am inclined to simplify the decision-making process even more. With your permission, Delegate Lightwing:
1) 5K "ZoI" for ALL Zoner Facilities?
(I will interpret "ZoI" to include, gunplay, taxing, "Loitering" for a period to exeed ten minutes, or "inflammatory behaviour".)
2) Declare Omicron Theta a CoZ "ZoI"?
3) Declare Omega 49 a CoZ "ZoI"?
(I am separating Theta and 49 due to very separate issues. I am also excluding Baffin and Omicron 74 by virtue of "Eminent Domain". The TAZ will mind its own Pentabarfin' business in Baffin, and O-74 is historically a Zoner "ZoI" by default. No votes needed.)
4) Should liberation of Slaves and "prisoners" be a requirement for access to Freeports?
5) Escorts: (I am inclined to discard the Escort issue entirely.. too many "ands", "ors", "and/or's", and "buts". The possible permutations,
and consequences, is staggering, and beyond the scope of this Council to legislate and enforce. Zoner and Zoner Guard "Charters" should be the only "caveats" required.)
