Honorable delegates,

i propose to offer a counter proposal. I don't want to imply dishonest motives, but their offer is missing some important details. We should avoid any bretonian influence on our planet, i really dislike the imagination to have any house influence on Gran Canaria and i am sure the refugees will enjoy our hospitality without it. The credits they offer could be used to develop Gran Canaria's infrastructure to handle a huge number of refugees. Once the bretonian goverment have a foot in our door, it wont be easy to revoke the situation. The bretonian refugees suffer every second we wait to develop and sign a suitable contract. So i propose to offer BowEx the rights to bring them to Gran Canaria, if needed escorted by fighters or bombers, to give them to our custody. The credits they offer are more than enough to expand our infrastructure to provide the bretonian refugees needs as long as needed. In return for our services we get the sovereignty over Omega-49 system inclusive Planet Gran Canaria, of course. Thank you for listening.

Also, I have received an number of private messages from delegates concerned about Bowex's filing with the SAU, naming GC "Planet Sydney". Therefore, I have added "Item 6" to the revised Agreement. Please note it as we continue discussing the revisions.

I would like to forward our revisions to Sir William Burke within the next 4 to 6 hours, hoping for a speedy reply so that we can stay on schedule with our Vote on the Agreement.

Elder Sephardi of the Brotherhood has been waiting patiently to address the Council, so I would like to conclude the Bowex Lease and move on to that Agenda item. While the Cartel/Bethlehem report is troubling, I believe it can wait awhile.

Although I think that we need to push for the ability to accept refugees without any administration. We will manage the colony and they will be under our rules and laws. Once the conflict is over the folks in the colony are always free to leave and head back into house space. This would be no different then we have done with anyone who wants to live on any of our stations or planets. Bowex can feel free to supply them.

I suppose my "10 kilometer" revision is a bit unclear. I'll reword the clause as you've suggested, Sam.

As to who "administers", if Bowex is willing to be responsible for requiring adequate food, housing, sanitation, and health care for the refugees, then this Council would have less to worry about, and could deal with more important concerns. I would submit that if that 80 square kilometers filled up within a week, then it would most certainly require an instant review of conditions there by local authorities. Landlords do have certain rights to inspect their properties for "defects", after all. Thank you for the input, sir.

I apologize for the delay. I was reviewing reports of yet another Keeper Incursion which allegedly was headed for Omicron 74. I would welcome private comms on any of the amusing details.

I transmitted ahead to Sir Burke, and he assured me that he will do his best to review and give us a respone this evening, so that we may begin voting on final approval of the Lease Agreement as scheduled.

I will advise as soon as I have heard from Bowex Headquarters.

I believe we are ready to vote, Delegates. I believe 72 hours should be sufficient, as the issues have already been discussed at length, and are fairly "clear-cut". Deadline to vote will be Wednesday, Midnight SMT.

I see no need for a Motion, so here we go:

Should the Council of Zoners approve the Lease Agreement as amended by the Council and approved by Bowex, as a legal and binding document regulating Bowex relief efforts and residency at their Port Jackson Facility?
Entity Rin Casts vote: Negative, Zoner way is the zoner way. Bowex should not have a foothold on our homeworld.

"after so much work ( that i gladly wasn t really involved ) - i think the proposal is ready to be set in stone... for now. we might have to make clear that - ... if conditions change drasticly .... further negotiations could be conducted. - like a fatal outcome of the bretonian war and bretonians need for "space" for their refugees.

in such a scenario, i daresay that such a treaty would need to be extended for the sake of humanity ( at least from bretonias point of view ) - history teaches that extreme situations might nullify such a treaty.

I vote nay, those who live on a Zoner facility, whether a base or a planet, are in my mind Zoners, whether they be Bretonian or Corsair, and I am not comfortable with this type of bureaucratic dealings when it comes to our homes.
