I agree with all above, a well worded communication Doc.

If any face-to-face negotiations are required either directly to Bowex or through the Brethonian government the crew of the White Knight will be available to provide an escort for any delegation of ships.

On a more personal note to member Yev Lightwing, If I had wanted to re-inforce the capitol ship stereotype that some people feel sums up the Zoners then I could have quite easily had a destroyer produced in the dockyards. The White Knight is an exploration vessel of peace primarily however, be in no doubt that if needed 8 cruiser turrets can ask pirates some serious questions.

I just wanted to give an apology for sending off the transmission to Borderworld's Exports before posting it here for a quick review. I guess my thinking was that I had tried to incorporate everything that others had suggested and I worked on assumption. I also had the mindset that I had taken a good many days to work on it and that the longer we waited, the worse things may get. In short, quick action was my thought.

You will notice that I did make it from us all, which was my intention. Still, I suppose I did get ahead of myself on it.

Distinguished members of Council,

first of all I would like to express my gratitude to distinguished member Holliday for his management of the matter in question.

It is understood among us and all of Zoners that one of the members can sometimes avoid the long bureaucratic procedure and take certain action on his/her own responsibility. By responsibility I mean that those actions have to be in accordance with general Zoner laws and ways and if it turns out to be against them, well... let's just not even imagine where that could lead. I place my trust in wisdom of all members individually and of course in decision making of the Council itself. I'm sure we would come up with an effective way of damage control.

It's just that sometimes there is not enough time and waiting for a Council approval can result in more severe consequences. Principal of direct democracy works only if we develop necessary minimum of trust among us.

This case just proven my beliefs to be true.

Once again: Well done Mr. Holliday, next time we meet on Gran Canaria drinks are on me

While I do agree that they shouldn't be smugglin' any bloody Refugees in under our noses, I don't think they should necessarily be turned down outright. Now, thats not to say that was the intent of your message, just thorwin' me two pence out 'ere to be heard - bein' from Leeds meself and all.

So eh, I guess thats me purpose 'ere today, right? To ask kindly that we not deny them completely. Just eh, perhaps get BowEx thinkin' back in their right mind and get a wee bit'a permission next time? Like - the official kind, not just asking some loon in an Eagle outside'a Canaria if its alright. Y'know, wif' a cherry on top, yeah?

"excuse my ignorance - but for those that live far away from the hotspot of gran canaria - how serious is the situation there? - how does the population feel about it. - is it currently rather a political intrigue, a political play? - or is it already affecting the life of those that settled on GC.

do we somewhere have an evaluation of the situation?

if one exists and i missed it - these things can happen when you re lightyears away in a place that has different problems to deal with.

in the short past - the population of GC had to take a lot of tense situations. - a gladly failed invasion attempt by the harvesters and a ground attack force, the departure of the SCRA - and now , or rather and still.... the ambitious plans of bretonia.

are there actually chances to achieve a really prolonged and stable peace for that reagion?

Mr. Holliday,

First, I would like to personally apologize for the conduct of the Borderworld Exports pilots you encountered in the Canaria Cafe. While we are not pleased with the death of one of our pilots, we are certain that, given your reputation, it was not unprovoked. Again, we apologize. We regret anything that would damage the relations between our two peoples. As a result of this, the Board has decided to suspend any recreational visits to the Gran Canaria Spaceport. Unless they're on business, no Bowex personnel will leave the Port Jackson Refugee Camp until further notice.

As to the subject of your claim on Planet Sydney, which you call Gran Canaria, we do not deny that you found it first and have placed a sizable settlement there. It would be hard for us to have not noticed it considering the number of people you have living there. The naming issue stems from the fact that your discovery and claim on the planet was not filed with any recognized authority in the four houses. Simply put, Sydney is how it was first entered into the official records with the Sirius Astronomical Union, and it's up to them whether it gets changed.

Next, though I cannot speak for the Bretonian Goverment, I can say that Borderworld Exports has not been given a mandate to bring Planet Sydney or the Omega-49 system under Her Majesty's flag. Given our current presence in the system, if the Government had such intentions, the mandate would certainly fall on Borderworld Exports. Such a course of action would understandably bring Bretonia into conflict with your people. Despite Bretonia's history of active expansion, we know that starting any new conflicts would be the ruin of our people. You may put your mind to rest on that issue.

Finally, on the issue of the refugee camp at Port Jackson, it appears that there has been a miscommunication at some point. We were under the impression that we had permission to establish a refugee camp there. If the person who gave us permission had spoken beyond their authority, we are truly regretful. However, considering the lack of space and poor conditions at the Erie, Nuremburg, and especially Pittsburgh refugee camps, I'm afraid that we will need to continue to bring refugees to Port Jackson, though we will divert at least a portion of them the other facilities. Myself and some other senior members of Bowex are willing to meet with the Council of Zoners on Sydney to discuss how this might go forward in such a way as to prevent any further misunderstandings. I will arrange for an official visit at your earliest convienence.

I find it somewhat amusing that Bowex is willing to cede that the Zoners colonised Gran Canaria, but yet wishes to quibble over our failure to "stake a claim" with the very "Houses" we chose to leave.

If I may quote:

Gentlefolk, the TAZ placed Attorney Carmen Naso on retainer in case of any "unpleasantries" arising from the so-called "Collard Greens" affair. I'm sure that Carmen has any number of cards up his sleeve that will trump the "Sirius Astronomical Union" as a "recognized authority". Hmmph.

Have these people never heard the legal term "Eminent Domain"..?

Orther than that markedly silly posturing, it seems that Sir William's response is quite reasonable and reassuring at first glance.

How say the rest of you? Should we accept this suggested meeting on "Sydney", or shall we wait until it can be held on Planet Gran Canaria?

I believe that the meeting should be held on Gran Canaria absolutely. While it is true that it presses all the right buttons with Bowex to hold the meeting on New London, I think it is in our best interests to show the Bowex representatives just how much Gran Canaria is rightfully ours. The perspective given by Sir William Burke doesnt seem to be a 1st hand experianced one. It may also tend to sympathy over the refugee issue. Of cource if we want to rid ourselves of this issue once and for all we could just hold this on New London...but I think the issue of ownership can only be addressed when a more striking sense of reality.

On a personal note, I find the idea that the houses are the powers that decide what we can and cannot do outside their space a little...irritating to say the least.
