"i fully agree with the proposals made - and i will hereby lift the bounty ... for the time being. if threats and insults or even hostile actions happen - i am willing to place the bounty again - but not only for a one time attack.

freeport 11 can not be included - too much is at stake. - the guild is not only a guest - but also a reliable defending force against nomads. - they are eager and powerful - and most of all... present all the time on FP11 for now.

however - i am in full agreement with the mentioned freeports.

i will keep watching our "neighbours" - but nothing of this incident will be mentioned for now and ever again - if every side benefits from this agreement... a political solution is always preferable to a hostile solution.

Sister Rashida, a most excellent idea, but one I was hesitant to suggest. I now concur, and amend the proposal and motion to include ALL Zoner facilities.

I will rephrase for our Primate members:

Moved and seconded that NO assault forces staging for attacks on their enemies be allowed to use ANY Zoner facility for this purpose. Documented proof of such abuse of Zoner facilities will be punishable by complete and permanenent banishment from our Freeports and Bases for the offending party or parties.

All opposed, Nay

I agree with the proposal, but would like a clarification as to what constitutes staging for attacks on their enemies, is just a gathering of say 3 or more ships at a freeport enough, or do they have to express an intent to stage an attack?

Anyway, I agree with it and hope that this action will secure the safety of our bases.

We of the Freedom concur with this proposal, with one condition: That staging for attacks against Nomads and The Coalition be permitted; there is no reason to ban our guests from attacking those who have murdered so many of our brethren.

Again, another good point, Brother Robinson. We can hardly include those who would essentially be acting to defend Zoner interests as a whole.

And yes, Brother Oren, it may be difficult at times to determine just what constitutes "staging". We can only make our best efforts to gather intel on the scene, and Document, Document, Document. It will no doubt raise issues of "quantity vs quality" in determining if a breach of this policy has been committed.

Three Mantas or Titans gathered together might not constitute staging an assault, while three capital vessels most certainly should be subject to scrutiny.

The purpose of this policy is still valid and sound, I feel.

The TAZ votes Yea for implementation of this policy, with the understanding that Madame Tate's situation is unique when it comes to protection from Nomadic groups; and while the Coalition has been relatively quiet of late, they may still become a threat at any time.

Recently, while running some scientist types from Cambridge, and the subject of their work back, I ran afoul of some rather rudely greyfaced Corsairs. Now, don't get me wrong. Most of the corsairs I've met are a rather decent lot, and they tend to leave me alone, so long as I'm not bothering them. A pair of overeager captains commanding the gunboats Wodan and Cyper, were a different story, though. Upon getting my harmless little ship on scanners, Wodan got very belligerent, and dropped some cruise disrupters in my path, and proceeded to threaten my life. All that for a bit of flax! As I was accessing my credit account, Cyper took up position on my other flank, apparently feeling threatened by an unarmed, unshielded Zoner Whale. I caution you, my fellow Zoners, use care around this pair. They don't have any sense of humor at all. I pulled the following images from my flight recorder, for the Council's review.

I agree that no Freeport be used as an attack platform by a large assault group of the BH or of the Corsairs. What constitutes a "large assault group" is another ball of wax altogether.

However, FP 11 should remain as a notable exception, for reasons already give by Ms. Tate.

I therefore give my "yea".

I think hostility like this should not be tolerated and an adequate response should be made. If I may, i'd like to suggest inquiring the corsair council whether these two belong to any of corsair houses, and whether the council would object if there was a bounty placed on their heads. If the bounty is being placed i would like to donate 10 million credits for it. Also they should not be allowd on any of our bases untill they make amendments for their actions.
