I still hold the belief that these problems arrise from the more and more frequent use of our IFF systems by traders who wish to avoid piracy by using our name as a shield. Pirates have begun to lose respect for the Zoners because of this, and most do not even hesitate at pirating these traders. Obviously, this makes the jobs of the real Zoner traders much more difficult. Luckily, no Asgard traders have come under piracy as of yet, though that is more to the effect of them running under AW IDs, rather than Zoner ones.
And the individual, Yoda, has continued to make problems for us with pirate organizations. Even yesterday I heard of yet another attack this vessel, a Battlestar Advanced that I can find no paperwork or permits for that give this individual the right to own the ship. Routinely, the AW has to explain to those pirates and revolutionary factions that we have close ties with, that the actions of Yoda do not reflect upon the Zoner's stance, or AW's stance, towards pirates. And more than ever I stand by my decision that the individual needs to be disowned by the Zoners, and publicly separated from us.
I believe that perhaps the most contributing factor to this is the actions of the JG, who joined the council under a unique set of circumstances. They are mercenaries who wear the Zoner flag, and I cannot fault them completely. But they work almost exclusively for the Liberty Navy and the Corsairs. Yes, the Corsairs, who have their eyes set upon our biodomes and Theta in general. I believe you all can see the complications this will cause between us and the Outcasts. Thankfully, Outcast and Asgard relations remain strong, but through our contacts with them, we find an ever-growing dislike of the Zoners because of these traders and the JG's work for the Corsairs. To remedy this situation, perhaps the JG could remove all Zoner IFFs from their mercenary ships, and only use them on their traders and non-mercenary vessels?
For the problems with the house governments, there is little we can do. These same traders that generate problems with the pirates, cause problems with the houses because of their arrogant, law-breaking, and disrespect attitudes towards law enforcement officers, specifically the Rheinland Military who deal with this type more than anyone should have to.
I have only a few, and likely temporary, solutions to these problems. First, we as the council organize a list of Zoner transports that we believe to be crewed by people who live to the Zoner way of life and our diplomatic stances. Once the said list has been completely to the satisfaction of this council, we release the names of the ships to all pirate and lawful organizations, to show that those particular traders or organizations have the council's support. It may increase the respect and relations between the Zoners and the houses. After that, Zoners can still be added to the list, but must demonstrate that they follow the Zoner way of doing things.
The other plan that the AW has put into motion is for transport protection. This will likely have to involve permission from the different houses however. For this we will be using the Fearless Destroyer, as well as the ship here are designing currently. Here on Corinth we have begun work on designing one more Zoner combat vessel. More of a hybrid really. A battlecruiser, lightly armed compared to the military versions made by the Liberty Navy, but have a stronger armor. It will feature a large cargo capacity though. Its main purpose is convoy protection. While it can take on the role of a transport itself, though unable to carry nearly as much as the Train or Container Transport, it can defend another trader or traders from any threats they are likely to encounter. Be it through the border worlds, houses, or nomad systems, this ship would be an invaluable escort.
We plan to gain permission from the houses to have these escort ships enter the systems. Traders will pay a fee, roughly 15-20% of their profits. For Zoner transports, maybe just those on the 'supported list' if it is to be implemented, we would offer this service for a reduced price, 5-15% of their profit.
I will keep you updated as these plans develop or change, and would appreciate any feedback on them.
