I still hold the belief that these problems arrise from the more and more frequent use of our IFF systems by traders who wish to avoid piracy by using our name as a shield. Pirates have begun to lose respect for the Zoners because of this, and most do not even hesitate at pirating these traders. Obviously, this makes the jobs of the real Zoner traders much more difficult. Luckily, no Asgard traders have come under piracy as of yet, though that is more to the effect of them running under AW IDs, rather than Zoner ones.

And the individual, Yoda, has continued to make problems for us with pirate organizations. Even yesterday I heard of yet another attack this vessel, a Battlestar Advanced that I can find no paperwork or permits for that give this individual the right to own the ship. Routinely, the AW has to explain to those pirates and revolutionary factions that we have close ties with, that the actions of Yoda do not reflect upon the Zoner's stance, or AW's stance, towards pirates. And more than ever I stand by my decision that the individual needs to be disowned by the Zoners, and publicly separated from us.

I believe that perhaps the most contributing factor to this is the actions of the JG, who joined the council under a unique set of circumstances. They are mercenaries who wear the Zoner flag, and I cannot fault them completely. But they work almost exclusively for the Liberty Navy and the Corsairs. Yes, the Corsairs, who have their eyes set upon our biodomes and Theta in general. I believe you all can see the complications this will cause between us and the Outcasts. Thankfully, Outcast and Asgard relations remain strong, but through our contacts with them, we find an ever-growing dislike of the Zoners because of these traders and the JG's work for the Corsairs. To remedy this situation, perhaps the JG could remove all Zoner IFFs from their mercenary ships, and only use them on their traders and non-mercenary vessels?


For the problems with the house governments, there is little we can do. These same traders that generate problems with the pirates, cause problems with the houses because of their arrogant, law-breaking, and disrespect attitudes towards law enforcement officers, specifically the Rheinland Military who deal with this type more than anyone should have to.

I have only a few, and likely temporary, solutions to these problems. First, we as the council organize a list of Zoner transports that we believe to be crewed by people who live to the Zoner way of life and our diplomatic stances. Once the said list has been completely to the satisfaction of this council, we release the names of the ships to all pirate and lawful organizations, to show that those particular traders or organizations have the council's support. It may increase the respect and relations between the Zoners and the houses. After that, Zoners can still be added to the list, but must demonstrate that they follow the Zoner way of doing things.

The other plan that the AW has put into motion is for transport protection. This will likely have to involve permission from the different houses however. For this we will be using the Fearless Destroyer, as well as the ship here are designing currently. Here on Corinth we have begun work on designing one more Zoner combat vessel. More of a hybrid really. A battlecruiser, lightly armed compared to the military versions made by the Liberty Navy, but have a stronger armor. It will feature a large cargo capacity though. Its main purpose is convoy protection. While it can take on the role of a transport itself, though unable to carry nearly as much as the Train or Container Transport, it can defend another trader or traders from any threats they are likely to encounter. Be it through the border worlds, houses, or nomad systems, this ship would be an invaluable escort.

We plan to gain permission from the houses to have these escort ships enter the systems. Traders will pay a fee, roughly 15-20% of their profits. For Zoner transports, maybe just those on the 'supported list' if it is to be implemented, we would offer this service for a reduced price, 5-15% of their profit.

I will keep you updated as these plans develop or change, and would appreciate any feedback on them.

"hm, that is second ( or has it been more? ) time that this individual yoda has been mentioned. if he tarnishes the status of the zoners, maybe steps must be taken? - i am not aware of how great it affects our precious reputation as neutrals that we so much depend on.

about the increasing amount of traders using out IFF transponders. - i see the problem, but i do not see a solution. it appears to be as much of a problem as zoners being too tight friends with corsairs. little do they know about the cruels that zoners have to suffer from the corsair threat - but i see that there is and was a general tendency to try to keep the corsairs as close friends.

personally, i try to be at friendly terms, but not too close. mind you, its a necessary evil when you live in the direct neighbourhood of one of their stations. - but if rumors are true and the corsairs have plans, real plans that is, to build up their own biodomes, it will open the eyes of many zoners, i daresay.

ah, on my travels through the inner systems, i saw another zoner IFF on a bounty hunters battlecruiser - no wonder that our reputation is at peril. - its a good feeling that most of that i am far away from that.... ahh... rubbish, most of the time. A bretonian policeofficer also told me about a zoner juggernauts captain going mental and firing on bretonian forces.

if this is true and even high ranking guardcaptains in within the zoner fleet behave strange, maybe we need steps to be taken against this developement. it starts to concern even the outer space, and i would not like to see my contacts within the inner sphere to be affected from such behaviour.

*Interestingly enough, TAZ vessels are rarely ever bothered by either the Houses or pirates. Oh, there was that little incident in Liberty where they didn't like Sophie's "Holy Tome", but that's resolved. As to the pirates, it might have something to do with the nice Candelmas gifts Reggie distributed a few months ago..

*Now, I applaud Sister Aurelian's suggestion of somehow keeping note of who's "Zoner kosher", and who ain't; but I submit that the Council already has such a tool in place, with the Zoner Registry. Perhaps the Council should review that Registry periodically, and "purge" it of those who really don't fit the mold, eh?

*We know that the little weird guy on the Yoda T is not interested in registering and towing the mark.. He's been approached numerous times, and has blown us all off. His unique case might call for a Proclamation from the Council, declaring him "personna non gratia", and washing our hands of the little stinker.

*I dunno.. as for the Houses, if they continue to be cheeky with even bonafide Zoners, even after being directed to the Registry, maybe we should just boycott them and the inner systems completely. They may think they don't need us Zoners, but they might warble a different tune when they start to run out of stuff.

As this is my first communique to the council, I bid all fellow Zoners a hearty greeting. That over with, I merely wish to re-iterate my dedication to the Zoner way of life and my promise that I will do anything required to maintain it. If you require any help regarding reinforcement of Zoner freeports, then you may count on me for assistance, and also to abide by the rulings/judgements of this council. I fear that with the various situations escalating across Sirius that Zoners need this council for guidance and support, for if we do not support each other we most likely will fall alone.

I have seen this Zoner by the name of Yoda[T] and I have seen him aiding both the LSF against unlawful incursions and pirates in Kusari against Lawful incursions. Something perhaps should be done regarding him, as he is clearly giving us all a bad name, slowly but surely.

Anyhow, rather than reiterate our stance and try to figure out what you might be referring to, I advise you to look through the council history (this forum) and see what I have said in the past about our rules of engagement. Our stance is still the same. If you still have any questions, contact me...

I have an question for the Council regarding the presence of UOG in Omega-49. I encountered Joeinicus and Hall of UOG in close proximity of Gran Canaria's docking rings this evening, as I was departing for Nuremburg with a cargo of deuterium.

They seemed to be under the impression (or delusion) that Omega-49 is a part of their "turf". What is the official stance concerning UOG presence in Omega-49. I've never seen Mollys there previously, so their appearance was a bit of a suprise.

My inquiry is not without some measure of concern on my part. I have had an unfortunate encounter with the beforementioned Mr. Hall. Last night, intransit to Gran Canaria via Dublin he commanded me to shut down my engines. I couldn't be bothered to do that, as time is money. Eventually one of his cds found its mark. He preceeded to scrap my Train, sans tax demand. Quite rude. BPA was good enough to pluck my escape pod from that dingy system.
