i am pleased to announce that the Roll Call of Delegates has been completed, and the Registry has been updated.

As expected, less than half of the Delegates answered the Roll. Should simplify voting matters immensely!

As to the Captain of the Ticonderoga (notice the correct spelling..) and his "Xeno problem", I can think of only one response: Stay the Thud away from Xenos!

Hmm.. it would appear the vessel Darkwind might need some assistance over there. I hope Madam Tate is monitoring the frequency. TAZ has no vessels currently in that area.

Once the fellow is out of the oompah, please direct him to the appropriate channel to register. We don't seem to know the Captain's name..

Oh, and by the bye, as the Jupiter Guild failed to answer the Council's Roll Call, are we still considering them as hosts for Canaria's Annual Harvest Festival? Do we need to be looking for another Host?

I would have no objections to a "late" response from JG, as they have had some rather unfortunate circumstances of late.

However, i have seen other zoner dreadnaughts around in delta that will be more than up for the job. - i am very much afraid that i cannot assist in that matter at that time.

if no other dreadnaught is available, i m sure i can make the station commander dispatch a few repair ships to drag the Darkwind into safety. - we have quite a few of them around ever since the nomad attack to maintain the station.

furthermore, we have quite some of them there and heavy lifter ships to expand the station with a full scale biodome right now.

My son Fredriko piloting the ZAS~Saviours was in New York yesterday and overheard a Liberty Navy vessel by the name of 'Gafwmn' ordering the vessel 'Darkwind' to not enter Zone 21

'Darkwind' claimed to be proceeding to Freeport 11 to protect it, 'Gafwmn' informed him to take a different route and the Zoner vessel declined.

I am not sure as to what happened after this because I lost the frequency, but it may be this encounter which caused his damage, rather than the nomads.

I say this because we are denied access to Zone 21 or Alaska, and rebelling against this may make our neutrality with Liberty tenuous. Also as it would appear he may have lied to the council, and regularly calling ZAS operations traitorous without grounds to, we would vote against his request to be a registered Zoner.

On another note the Zoners Abolishing Slavery were granted 2 licenses at 1800 hours SMT, the first being a 24 hour license from Liberty to transport Slaves and the other being a permanent license from Bretonia. 3 full shipments of slaves were taken all with escort, some from naval officers.

It might have been more but for confusion within Liberty, as many officers were unaware of the 24 hour license, although the BAF were much more informed. Also our permanent license request to Liberty is the next to be processed, so hopefully good news regarding that soon.

So at present there are 9,673 slaves at the Lameos SLave Rehabilitation Centre, 10,000 were transported but some required little time to readjust and so have been released into the tax system. These have been assigned various labour jobs in Rheinland, of course they have the option to find other work and education.

Also 2 slave Traders have had bounties placed upon them, collectable as long as none of their passengers are harmed. A further 2 shipments destroyed by Police and Bounty Hunters have been rescued and returned to planet Houston for processing by the police.

You bloody ZAS are giving all of us Zoners a bad reputation in the House systems. The local authorites have no choice but to stop, check, and hold ALL zoners, under the false belief that we are ALL carrying slaves around the galaxy. Bloody hell ! If your trying to free slaves, then take them to a Luxuary ship like Hawaii, don't hover around Liberty and antagonize the police!

As for the question of those Liberty pigs that open fire on me. Yes indeed it happened. I was answering a distress call for Freeport 11, delievered to me by a creditable Order pilot. Given my friendly nature with Liberty Navy admirals, I proceed to take the quickest route into hostile space with the blessing of Liberties chain of command. Unfortantly, two rookies in the LNF, failed to obey orders and tried to blockaid my departure. Though they could not damage my ship (let alone lower my shields), I would of perfered to avoid any confrontation with the local law. I am just glad that my mission was a success, even with extensive damage to my ship, the Freeport is safe and continuing to provide support to our allies in Omicron Delta. Even as I conduct repairs, I gladly wait for orders from the Council of Zoners.

The shortest route to Freeport 11 IS via Alaska. I still don't see why the LN is so tight lipped, so very secretive and so defensive about anyone being in the system. I mean really, I see more Nomads and "classified" type of stuff in the Omicrons.
I don't think it's Zoners making it tough on neutrality with Liberty, I think it's the other way around. If FP11 were to get vaporized by Nomads because we Zoners couldn't get there fast enough to protect it due to Liberty's not allowing us to travel through Alaska, they would probably say, "it's unfortunate but worth the cost to protect our interests."

Funny, they don't seem to mind Bounty Hunters in Alaska......

Madame Chairglobe and Fellow Delegates:

I have just received a very disturbing communication from Malta. Don Sanchez of the 101st Guard reports that an Outcast vessel was attacked by "Zoner" ships sporting the [ASF] tag a short while ago.

Due to the serious nature of this allegation, I have agreed to "sponsor" Don Sanchez, to present his evidence before this Council.

If the allegation proves to be true, my fellow Delegates, we may have to contend with a serious breach of Zoner ethics, and it may not be a pleasant task. I have extended my condolences to Sanchez on behalf of the TAZ, and would hope that the 101st does nothing "hasty" until all the facts from both "sides" are presented, and the Council has deliberated.

I would ask you all to reserve comments and actions until we have heard from Don Sanchez, and have received a response to the allegations from someone representing the [ASF]. Please monitor the Council's frequency closely. I feel it is our duty to act on this matter quickly and decisively.

Chairman of the Zoner Council, delegates,

The 101st Ghosts of Razgriz are truly furious. Zoner pilots assaulted me and almost destroyed my falcata with no forewarning, no reason & no remorse. This is utterly unacceptable. We have always kept good relations with the Zoners, your Freeports & trade shipments aiding the Outcast Alliance in a multitude of ways. The simple fact that the Zoners claim their neutrality to all and yet attacks such as this occur is truly unacceptable.

While I understand that these may have been rogue pilots, why would they be allowed access to military warships, of which you have comparatively few? Surely background checks are performed when a pilot requests a military ship for the Zoner cause? The thing that really gets me about this situation is that we weren't expecting to be shot by these warships, and so were vulnerable. Evasive tactics weren't in place and shielding wasn't at 100%. Luckily I managed to escape with my life & my ship, even if it was barely intact, and reached Malta safely.

What would have happened if a Corsair raiding group would have encountered me in my battered & beaten state? Truly, this is an atrocity of Zoner conduct. Therefore, I'm requesting that the ships in question be expelled from Zoner society, their Zoner Destroyers repossessed and their transponders incinerated. The zoners in question are [ASF]Destroyer[WA] and [ASF]Deathstar[AIM], both in Zoner destroyers. I managed to get a scan from one of the ships in question. Sadly i was dodging to save my life, and couldn't scan the other ship in question.
