I support delegate Salome's statement.
Let us continue with the agenda and add - if at all - the QCP issue and the 'extradition treaty' in a fresh agenda after electing a chairman.

*cough* Not to hijack our goings-on, but I've asked around the Freeport 11 and found that a number of people have suggestions regarding the Bretonia issue (and everybody else that wants us dead for various reasons).

They can be found: Here. I've taken note and cataloged all of the suggestions thus far for easy findination. I'd ask that some delegates peruse the suggested courses of action and see what their opinions are.

Now then, I await the Admiral.

Although we are not certain we know who this "Admiral Seith" character is, we look forward to his address.

Regarding O'Donaghue's transmission, we would believe that the most attractive option is to declare the Corsair residents of Gran Canaria to be full Zoner citizens, and thus give all Corsairs operating from Gran Canaria the protection afforded to Zoners.

However, this solution in no way will cause the Bretonian-sponsored criminals to cease their atrocities. Discriminating against Corsairs will only open the door for other groups to throw us around, and denying access to our Freeports or other bases from all parties would undermine all that we stand for.

We therefore stand by our conviction that in this case, force must be met with force, and bounties must be met with bounties.

Rand was looking to vast greenish cloud of Omicron Minor through the observation windows of his quarters, his thoughts disappearing through the thick mist that surrounds Toledo’s orbit. He knew what he was exactly to say but his mind was distracted, a song he heard back in his smuggling days in New Tokyo was busying his memories. How was the rhyme, if only he could remember, he would be more than relaxed to get things going.

He didn’t even realize that his assistant, Juliet was in the room for almost about a minute before she cleared her throat and started to talk.

- “Admiral... it is time, you are expected to give the speech to the Zoner Council.”

Rand almost panicked for a moment, not realizing where he is. He looked back to Juilet’s eyes for a brief moment, showing no sign of realization about the present time. Then his clever and deep look came back, intelligence tingling behind his dark eyes. This kind of dull moments, only Juliet had the priviledge to know. Rand was a weary person, he didn’t take chances of letting his guard down, hiding the true Rand behind, perfectly.

- “Patch the comms, lets do this.”
- “Yes sir!”

A brief moment later, Rand was sitting at his chair, talking with a warm voice over the visual comm panel.

- “My fellow Zoner associates... friends, I hope you are all safe and sound. Please let us know if we can do anything to give you a hand regarding the recent problems.”

Rand was talking about the recent bounty mess happening through Zoner – Bretonia dialogue. It was a political nightmare for almost a week now but things were settling down.

- “The reason I am speaking before you today is of direness and darkness hauling us all, increasing its thickness day by day as if there is not enough evil already surrounding our lives.

As you all know only too well, the aliens have increased their movements dramaticly over the last four months and they are being ever bolder day by day, attacking out openly to installations and convoys. They dropped the hide and seek motives or their so famous mind tricks and they are now moving for total annihilation.

Just as I was hoping to discuss you the matters at hand, I just received another fleet attack happening in Delta, near the 3rd and 4th vectors, F-E sector. Order managed to hold the aliens but we suffered dearly.

Due to the heavy causalties we suffer because of this vile hostility with the Bounty Hunters Guild, our resources are growing thin. Everyday, I am facing with the option of holding back the aliens or protecting the home and lives living on Toledo.

I will be blunt, with the current set of resources, Order cannot sustain this battle at two fronts and we are in need of resources and credits. Our contacts with our secret suppliers getting lost one by one. We are suspecting a foul play of Wilde or a third party we are yet to know but the matter at hand needs new financial supports. Currently, we have 6 battleships operating in Omicron Delta, Omicron Kappa, Omicron Gamma and Omicron 74, assigned to stabilize the trade routes and protection of Zoners as well as other civilians. This battleships are accompanied with 4 Carriers and several escort wings consisting of bombers and fighters. This is almost half of our force currently operating in Omicrons. The other half, we are holding in Toledo, trying to protect the home systems against the Hunters as well as going on interceptions whenever the aliens move bigger. So far, this was ok to handle because of the aliens’ movements were rather minimal. However, they are now going on... harsh and unless we can get on new forces to assure our own security, we wil have to pull back the fleet protecting Zoner space back to Omicron Minor.

Therefore, I am asking you to consider a financial and resource contribution program from Zoners to the Order in order to be able to protect our united systems. As Order, we are open to suggestions and alternates but our time is growing thin and we need some movements fast. My admirals reports state that, we can hold against this kind of pressure about two weeks or so without risking our own security. Then, we will be out of supplies and the necessary operational finances as well as replacements of the lost and damaged craft.

If you can provide the resources, we can create an add-on force to deal with your... recent QCP problem as well. We are willing to do the best we can, only the best is losing its shine into the shadows with an ever increasing pace.

I hope we understand each other my fellow friends.”

Rand let his voice echo for a brief moment before saluting the crowd and finalizing his speach.

- “May gods have mercy on us all.”

Rand moved away from the comms and his assistant, Juliet took over the video conference to her own desk, following the discussions and messages. Rand had to give his attention elsewhere, since he had an urgent memo from Rear Admiral Night about yet another Nomad battleship signal appearing in Delta.
